Overview
Overview: The National Council for Asian Pacific Americans (NCAPA) is currently seeking a Policy Fellow to join its Policy team. The Policy Fellow will strengthen the policy and advocacy capacity of NCAPA and its coalition members – with a particular focus on the intersections of environmental, housing, and economic justice, and other key issue areas to help NCAPA connect those dynamics to federal-level advocacy. A critical responsibility of this role will be expanding the collaboration of NCAPA members and community stakeholders to increase the visibility of AA and NHPI communities impacted by climate change.
This is a 1-year position, renewable based on performance and the availability of grant funding.
The position reports to the Policy Director.
Essential Duties and Responsibilities:
● Monitor, review and analyze federal policies such as by tracking legislative updates related to the intersections of environmental, housing, and economic justice.
● Track and synthesize updates from federal offices and agencies including but not limited to the Council on Environmental Quality (CEQ), Environmental Protection Agency (EPA), Federal Emergency Management Agency (FEMA), Dept. of Interior, Dept. of Energy, and the Dept. of Housing and Urban Development (HUD).
● Build and maintain internal databases to track federal policy developments that affect AA and NHPI communities with respect to key priority issue areas. Policy developments can include executive actions, legislation, budgetary allocations, and programs.
● Build and maintain relationships with NCAPA coalition members, community partners, and elected officials to advance Environmental Justice policy and advocacy work.
● Organize and facilitate coalition and community education opportunities related to key issue areas.
● Take proactive steps to strengthen and execute NCAPA’s capacity to advance its 2024 Policy Platform.
● Contribute to the development of advocacy materials including but not limited to congressional directories, factsheets, presentations and toolkits.
● Attend external partner meetings and share relevant information and updates with staff.
Other Duties and Responsibilities
● Advise on NCAPA’s communications and stakeholder engagement work as needed.
● Collaborate across NCAPA’s Policy, Community Engagement, and Communications Teams on strategic priorities and long-term projects.
Qualifications:
● Bachelor’s degree.
● At least 2 years of experience on Capitol Hill, in an Executive Branch Agency, or nonprofit settings.
● Master’s or Juris Doctor degree with a focus on public policy or environmental justice preferred.
● At least 2 years related experience in policy analysis, legislative analysis, or similar fields.
● Ability to actively cultivate a sharp analysis of intersectional issues impacting AA and NHPI communities and other marginalized groups.
● Demonstrated policy and advocacy experience in environmental justice, climate, housing, and economic justice.
● Experience with equity, inclusion, and diversity concepts and applying them in the environmental policy field.
● Strong research, writing and analytical skills.
● Foundational understanding of the federal legislative process.
● Highly skilled in coalition management, relationship building, and advocacy.
● Experience with conducting reviews of legislation, policy reports, briefs, academic studies, and news coverage.
● Ability to work independently and to proactively troubleshoot by consulting with relevant stakeholders.
● Experience managing multiple projects and deadlines simultaneously.
● Proven ability to effectively accomplish goals, produce deliverables, and meet deadlines.
● Ability and willingness to complete administrative tasks.
● Proficiency in the use of software, including Microsoft Office, and Google Workspace.

Background on NCAPA: The National Council of Asian Pacific Americans (NCAPA) is a coalition of 41 national Asian Pacific American organizations around the country. NCAPA serves to represent the interests of the greater Asian American (AA) and Native Hawaiian Pacific Islander (NHPI) communities and to provide a national voice for AA and NHPI issues. NCAPA is fiscally sponsored by the Tides Center.
Compensation: Salary range is $70,000-$90,000 commensurate with experience. Benefits include paid vacation and health care (eligible 1st of the month after hire date). Employees are able to enroll in a 403(b) retirement plan and are eligible for up to a 4% employer match on 403(b) contributions. NCAPA observes all federal holidays and our offices are closed for two weeks of winter break and one week during the summer. Employees receive generous vacation and wellness leave. NCAPA also currently has a policy of optional Fridays off, every other week.
